　　十分荣幸能代表喀土穆州州长以及苏丹代表团在此发言。感谢中国武汉市的朋友们盛情邀请我们出席此次以"新世纪·友好与合作"为主题的友好城市论坛。
　　中国与苏丹友谊牢固。从一开始的国际机构支持到相互投资，中国很早就致力于两国的合作。
　　在苏丹，很多项目都表明了中苏友谊。如：举办大量会议和学术研讨会的喀土穆友谊礼堂。
　　石油和桥梁领域的苏中企业众多。中国投资了位于喀土穆北部的苏丹最大的石油精练厂和发电能力为200兆瓦特的发电站。此外还在大型石化产品行业、新白尼罗河大桥、新蓝尼罗河大桥等项目上投资可观。
　　请允许我在此概述一下苏丹，特别是喀土穆州的投资与合作领域，以便加强我们之间的联系。进入新世纪，世界各地因技术手段优势和国家间的密切关系而相互影响。这使得我们的世界处于同一的平台，高科技使得太阳同时间升起，充满相同的有组织、有计划、有系统的生机。
　　苏丹位于100万平方英里的平坦大地，其大部分地区适于发展农业。伟大的尼罗河穿过苏丹，从埃塞俄比亚高原延伸至埃及北部，满足了我国对水资源和肥沃土地的需求。苏丹亦因此成为世界上最大的，全国大部分地区都拥有河流和地下水的国家之一。同时，苏丹各地气候不同，从南部的热带骄阳到中部的亚热带草原，北部的沙漠，气候的多样性使投资别具特色。
　　你们也许了解苏丹的丰饶：农业覆盖大部分地区，牲畜预计达100万头，且大部分适宜经济开发。此外还有矿物资源，特别是黄金和石油。石油的商业开采始于十年前。如今已成为国家的基本收入来源并影响着众多石油开发项目。
　　苏丹的发展遵循战略性研究方案，最近又通过了一项25年计划。今后数年间，苏丹将以道路、基础设施、交流与服务项目为起点，实现可持续性发展。
　　会友们，论坛成员们：
　　十年来，喀土穆在建设与复兴规划、行政管理、环境改善和为超过600万人口提供社保和创造就业机会方面积累了丰富的经验。
　　喀土穆正在建设公路桥梁网络、开发房地产投资项目和实现环境改善机制。这些都是新世纪可持续发展战　　略的一部分。
　　喀土穆将发展视野瞄准新世纪与民相关的服务与项目。为此，本次论坛成为交流思路与经验的大好机会。众所周知，国家发展的首要问题是金融和行政管理。请你们就目前的一些发展项目进行讨论并为此提供建议和决断。这些项目包括公路、桥梁、隧道、基建、为城乡人口提供就业机会、实现综合性、持续性发展。这些项目的目的在于增加国家和个人收入、缩小城乡地区差异。同时，致力于城镇管理，其中失业、农村进城人口、生产力低下已成为南撒哈拉地区各省发展经济的典型问题。

Salaam and the blessing and mercy of God.

It is a pleasure to address you on behalf of the Governor of Khartoum state and the Sudanese delegation to this forum to express my thanks and gratitude for brethren in the municipality of Chinese Wuhan for their kind invitation to attend this forum of sister towns under the slogan (Cooperation and Friendship in the New Century).

The relationship between china and sudan is deeply rooted. china works early for cooperation that starts by support in international bodies and ends with mutual investments between the two countries.

The projects that express the Chinese -Sudanese friendship are many in my country. One example is the Friendship Hall in Khartoum where many conferences and workshops were held.
Sudanese - Chinese enterprises are also numerous especially in the field of oil and bridges. China has investrment in thc largest refinery in the country at Khartoum North and the Power Station with the capacity of 200 megawantt. Added to these are: A large industry of petrochemicals, the new White Nile Bridge and the Blue Nile Bridge at appreciative cost.
May you allow me in this session of this forum to give an informing summary of the Sudan and Khartoum state at particular,and investment and fields of cooperation that could be reasons for thestrengthening of ties between us. The world enters the new millennium with interaction between its different parts because of the advantages of the means of technology and the affinity between nations. This makes the world one block where the sun rises in the same hour with the same organized, planned and systematic vitality that is planned with high techniques and technology.
The Sudan lies in one million square miles of flat lands suitable for agriculture in most of its parts. The Great River Nile penetrates the Sudan and extends from the Ethiopian Plateau to Northern Egypt. It meets the needs of the country for water and fertility. This makes Sudan one of the largest countries of the world having water plus groundwater in most parts of the country. On the other hand, the Sudan has different climates that range from tropical and hot sun climates in the South to the rich Savanna in the center and the desert in the North. This diversity in climate gives investment a special flavor.
You may know that the Sudan has much wealth: agriculture that covers large areas and livestock that is estimated at one million and most of it is suitable for economic exploitation. This is in addition to minerals especially gold and oil. Oil exploitation starts commercially at the beginning of this decade, it is now an essential source, of income in the country and influences its development projects.
Development in the Sudan follows a strategic studied plan whereas a quarter of a century plan has been passed lately. The following years are covered by projects for continual development starting with roads, infrastructure, communications and services.

Brethren, members of the forum,
Khartoum has numerous experiences in constructional and rehabilitation planning, administration, improvement of the environment, social insurance and the creation of job opportunities for Khartoum population that exceeds six millions in the last ten years.
A chain of roads, bridges, projects of people’s and investment housing, mechanisms of improving the environment are going on in Khartoum. These are part of its strategy towards the creation of continual development under the new century.
The horizons of development in Khartoum state are looking up towards more services and projects connected to the human being in the new century. This makes this forum a good opportunity for exchanging ideas and experiences towards the supporting of these projects. As you know the first problem of development in developing countries are financing and administration. Thus, these issues are placed before you for discussion and reaching recommendations and decisions that support development and growth projects. These projects are roads, bridges, tunnels, and infrastructure, creation of job opportunities for rural and urban people, and achievement of inclusive and continual development. The aim of these projects is the increasing of the national and individual income and the bridging of gap between urban and rural areas. It aims also to the administration of towns in a society in which the problems of unemployment,immigration from rural areas to towns and low productivity become a characteristic of developing economy especially in the states of South Sahara.
